The same Partnership page counts more than 300 renewable energy companies and describes Houston's push into hydrogen, carbon capture and biofuels. If you are adding a low-carbon line to an established oil and gas business, the site has to carry both stories. New buyers need to understand the new offer, and existing customers need to see that the core service is still there. We settle that structure before design starts.
Many languages, at home and overseas
Houston's markets are international in both directions. The Partnership ranks the metro first in the US for total exports, counts more than 3,200 local companies engaged in international trade, and notes that more than one in four Houstonians is foreign-born, with more than 145 languages spoken. Census Bureau survey estimates for the city show about 38% of residents aged five and over speaking Spanish at home, along with roughly 32,000 Chinese speakers, 31,600 Vietnamese speakers, 11,600 Arabic speakers and 10,300 Urdu speakers. The smaller counts carry wide margins of error, but each is a real customer base.
For an exporter, that can mean serving a buyer abroad and a contractor in Pasadena, Texas, from the same site. For a clinic, restaurant group or retailer, an English-only site turns away part of the neighborhood. We build each language as its own indexable version with hreflang tags, translated metadata and forms, and confirmation emails in the visitor's language, not a translation widget over the English page. Arabic and Urdu need a true right-to-left layout with mirrored navigation, and we already deliver Arabic and multilingual RTL builds. Privacy rules for Texas forms and tracking tags
The Texas Data Privacy and Security Act has applied since 1 July 2024 to businesses that do business in Texas or offer products or services Texans use, and that process personal data. It requires a clear privacy notice, lets people opt out of targeted advertising and the sale of their data, and requires consent before processing sensitive data, which includes health diagnoses and precise geolocation. Businesses that meet the federal SBA definition of small are exempt, except that they still need consent before selling sensitive data. The Attorney General must give 30 days' written notice and a chance to cure before suing, and violations not cured in that window carry civil penalties of up to $7,500 each.
Healthcare is the sharper case in a city home to the Texas Medical Center, which the Partnership describes as the largest medical center in the world. HIPAA-covered hospitals and clinics sit outside the Texas act, but HIPAA reaches their websites. In June 2024 a federal court in Texas vacated one part of HHS's online tracking guidance: the position that collecting a visitor's IP address on a public, no-login page about health conditions or providers involves protected health information. HHS dropped its appeal, and the rest of the guidance still stands. Storm season, sales tax and review rules
Weather is a continuity issue here. Two days after Hurricane Beryl hit in July 2024, more than 1.5 million customers in southeast Texas were still without power, and at first the count was unclear because CenterPoint Energy's outage tracker was unavailable. The Partnership treats the resilience of power and communications as a core regional priority. Your website should not depend on your building having power, so we launch it on cloud hosting rather than a server in your office, keep off-site backups, and test key pages for speed before launch. On a care plan, our Islamabad team can post updated hours or a service notice while your office is offline.
For online stores, Texas sales tax is a checkout decision, not a post-launch fix. The state rate is 6.25%, and local taxes can add up to 2% more. A retailer with one Texas place of business generally collects local sales tax for that location, local use tax can be due where the order is delivered, and the Comptroller's rules state that a website or server is not a place of business. We configure Shopify or WooCommerce tax settings to match what your accountant confirms, then place test orders to Houston and out-of-town addresses before launch. Texas Data Privacy and Security Act
The Act covers businesses that do business in Texas or serve Texas residents and process personal data, unless they meet the SBA small-business definition. Small businesses still need consent before selling sensitive data. It requires a clear privacy notice, opt-outs for targeted advertising and data sales, and consent before sensitive data such as health or precise location is processed. Consumers can also send an opt-out through a browser setting, extension or device setting that acts on their behalf. We build the privacy notice page for your counsel to finalize, add working opt-out links, put consent steps in front of sensitive-data forms, set consent tools up to respect browser opt-out signals, and hand over a written inventory of every tag and data flow.
HIPAA and tracking on health websites
HIPAA-covered providers are outside the Texas privacy act but inside HIPAA. A 2024 federal court ruling vacated only the part of HHS's online tracking guidance that treated an IP address collected on a public, no-login health page as protected health information; the rest of the guidance still stands. We keep ad pixels off booking, intake and patient-portal steps, send submissions only to systems you control, and document every script so your compliance team can review it.
ADA accessibility for businesses open to the public
Justice Department guidance says Title III of the ADA covers businesses open to the public. It names poor color contrast, missing alt text, missing captions, mouse-only navigation and unlabeled form fields as common web barriers. We design and test for those points by default, with contrast checks, keyboard-only walkthroughs, labeled forms and captioned video.
