Lahore is the capital of Punjab and Pakistan's second-largest city. Its economy runs from textiles, leather and pharmaceuticals to food processing, construction and hospitality. It is also the country's largest software-producing centre and home to Arfa Software Technology Park, which the Punjab Information Technology Board describes as Pakistan's largest ICT park. The industry you are in shapes a website brief far more than the city does.

A garment exporter needs English pages that answer an overseas buyer's due diligence: capacity, certifications, product range and a clear contact route. A clothing label selling across Pakistan needs a store built for cash on delivery. A developer selling plots needs approval details where buyers will look for them. A software house needs to explain a specialist service to decision-makers who have never met the team.

Language is the other early decision. Urdu is the national language, the Constitution allows English for official purposes, and Punjabi is the city's native language. A split that often works is English-first, with Urdu on the pages where a customer actually decides: delivery and returns terms, payment plans, size guides, admission steps. We settle that split in the sitemap before design starts, so Urdu pages get their own right-to-left layouts instead of being squeezed into an English template.

Cash on delivery still plays a major role in Pakistani e-commerce, and it has a cost. One Pakistani retailer's published order data for June 2025 to May 2026 shows cash-on-delivery orders being cancelled far more often than prepaid ones. We design checkout around that. Delivery charges and timelines appear before the order is placed, there is a confirmation step before dispatch, and prepaid options are offered as a convenience, not a hurdle.

For prepaid orders, JazzCash and Easypaisa wallets sit alongside cards and local gateways, and the State Bank's Raast system supports instant person-to-merchant payments. Stripe does not list Pakistan among the countries where businesses can sign up, so a theme or plugin built around it is not a straightforward option for a Pakistan-based business. Invoicing rules have changed as well. FBR's SRO 1413(I)/2025, issued on 1 August 2025, directs sales-tax-registered businesses to integrate their billing systems with FBR through a licensed integrator or PRAL and to issue electronic invoices, with deadlines phased from September to December 2025. In Punjab, PRA requires hotels, restaurants, coffee shops and marriage halls to issue receipts through its Electronic Invoice Monitoring System, each carrying a PRA QR code, and does not accept kitchen order slips or unpaid bills as substitutes. Punjab's Consumer Protection Act 2005, as amended in 2025, states that buying products or hiring services includes online transactions, and Lahore has a district consumer court. Section 19 lists what a receipt must show: the date, a description of the goods, quantity and price, and the seller's name and address. Section 20 requires the return and refund policy to be disclosed clearly before the transaction is completed, though its wording, a sign at the point of purchase, was written with shops in mind. Sections 21 and 22 prohibit misleading claims and advertising a price you cannot actually supply at.

On a website, the practical reading is to show returns terms on product pages and at checkout, send order confirmations that carry the section 19 details, and set sale prices to end on schedule instead of lingering on cached pages. Personal data sits in a legal gap. As of March 2026, Pakistan had no comprehensive data protection law in force, and the Personal Data Protection Bill had not been passed by Parliament. The Prevention of Electronic Crimes Act 2016 already prohibits obtaining or selling another person's identity information without consent. We build as if the bill will pass: forms that ask only for what your team uses, a plain-language privacy notice, restricted admin access, and enquiries routed to named people instead of a shared inbox.
